This list sets out persons/entities that have applied to ob体育 for a credit licence or variation (seeking the 鈥榙ebt management services鈥� authorisation) by 30 June 2021 and were members of AFCA on that date (30 June 2021).
This list only includes names of persons/entities that have consented to ob体育 publishing details of their application. There may be other entities that are operating under the transitional arrangements that have not provided their consent.
The licence applications referred to in this list have not yet been determined by ob体育.
If you are dealing with a person or entity that provides debt management services, this list may help you to decide whether they can provide those services under the transitional arrangements. You may also need to check on AFCA鈥檚 website to determine whether the person or entity has current AFCA membership.

[1] A.C.N 639 603 857 Pty Ltd withdrew its request to be authorised to provide debt management services and the licence was approved without this authorisation.
[2] Charter Finance Institute Pty Ltd withdrew its request to be authorised to provide debt management services and the licence was approved without this authorisation.
[3] Commercial Equity Group Pty Limited withdrew its request to be authorised to provide debt management services and the licence was approved without this authorisation.
[4] DGI Finance Pty Ltd is now known as 鈥楥apital Mortgage Group Pty Ltd.
[5] On 11 April 2023, the ob体育 delegate refused the Capital Mortgage Group Pty Ltd鈥檚 (formerly DGI Finance Pty Ltd) application to vary its Australian Credit Licence to add the debt management services authorisation. On 26 April 2023, Capital Mortgage Group Pty Ltd lodged an application for review of ob体育鈥檚 decision with the Administrative Appeals Tribunal. ob体育 received that application for review on 4 May 2023.
[6] On 11 December 2023, Capital Mortgage Group Pty Ltd (formerly DGI Finance Pty Ltd) lodged a notice of withdrawal of its application for review with the Administrative Appeals Tribunal. On 11 December 2023, the Administrative Appeals Tribunal made orders dismissing the proceeding, pursuant to that notice of withdrawal, which was received by ob体育 on 13 December 2023.
[7] ob体育 has imposed a licence condition for an external compliance consultant to undertake a review of the licensee鈥檚 compliance with the general conduct obligation under s47 of the National Consumer Credit Protection Act 2009 to do all things necessary to ensure that credit activities authorised by the licence are engaged in efficiently, honestly and fairly.
[8] Smiley Holdings Pty Ltd鈥檚 application that was lodged by 30 June 2021 was withdrawn. However, this entity subsequently re-applied for a licence which was approved.
[9] ob体育 has imposed a licence condition for the licensee to establish and implement monitoring and supervision arrangements that includes maintaining recordings of all inbound and outbound calls, text messages and emails between the Licensee (and its representatives) and consumers, for a period of not less than three years.
